[b][i][u]Be it resolved[/u][/i][/b]
1. The resources beneath, above, and on the territory of the Empire of Livonia will be considered the property of the government of the Empire of Livonia. This includes, but is not limited to, all mineral resources, strategic crops, bodies of water, and lumber.
2. At all times, and regardless of their current state or level of refinement, all things considered national resources are considered the property of the central government until they are sold on the open market.
3. The Office of National Resource Management will be created to manage and oversee the maintenance of all national resources. This office will be contained inside the Ministry of Labour, Industry, and Finance.
4. The government may give contracts to private firms to extract, refine, and sell these resources.
5. Private firms that are given permission to extract, refine, and sell national resources will be required to pay a minimum of 10% of all money gained from their activities directly to the central government. This money is to be taken from prices of all resources extracted, not just profits.
6. Firms that fail to provide the required amounts may have their contracts automatically declared invalid.
7. In the event of a contract invalidation, all activity related to national resources must be stopped. The central government will then take direct ownership of all national resources.
8. The firm whose contract was invalidated will then be fined based on the relative worth of the resources to be extracted, the amount of payment not given, and a further punitive amount that will be at the discretion of the Office of National Resource Management.
9. Fine amounts may not be appealed and are final.
10. In the contracts given to private firms to extract, refine, and sell national resources; all rights to appeal of fines to a court will be waived.
