Rights of Constituent States Act

[b][u][i]Be it resolved[/i][/u][/b]

[list=1][*]Constituent states shall be free to form all of their own internal policies so long as these policies do not counteract policies of the Imperial Central Government.
[*]Constituent states shall be free to determine any internal subdivisions.
[*]Constituent states shall be free to determine how their representatives are selected so long as the selection process is democratic in nature.
[list=a][*]Citizens of constituent states will be permitted to appeal the "democratic nature" of their state's selection process to the Supreme Court of Livonia[/list]
[*]Constituent states will have the right to withdraw from the Empire at any time.
[list=a][*] Withdrawal should be preceded by a notice of no less than five (5) days prior to the withdrawal.
[*]Failure to provide notice may result in the Imperial Government not recognizing the independent status of the former state.[/list]
[*]Internal subdivisions of constituent states will not be afforded any of the rights stated in this act unless expressedly granted the rights in question by the head of the constituent state that the subdivision is located inside.
[list=a][*]Heads of constituent states are free to determine which, if any, of these rights are to be granted to their internal subdivisions.[/list]
