[list=1][*]All workers will be permitted the right to form and/or join a trade union.
[*]The Office of Labour-Management Relations (OLMR) will be established under the Ministry of Labour, Industry, and Finance to manage all union relations.
[*]All trade unions must register with OLMR. The OLMR may not decline a request to form a trade union so long as the proper registration documentation is provided. The OLMR will also never be permitted to dissolve or un-register a union.
[*]Unions must register their charter only.
[*]The management of a business enterprise must bargain collectively with any union at their enterprise.
[list=a][*]Management shall be defined as any individual, or group of individuals, who oversee or manage any of the operations or employees of an enterprise.
[*]Management is prohibited from impairing its employees right to form a union.[/list]
[*]All workers are protected in their right to initiate work stoppages for better wages, working conditions, hours, or solidarity with other unions.
[list=a][*]Secondary work stoppages are permitted.
[*]In the event of a work stoppage the OLMR will act as the intermediary in negotiations between the unions and management.
[*]Unions will be required to submit to their members an open vote to initiate a work stoppage.
[list=1][*]A plurality of all unions members to be involved in the work stoppage must approve of the stoppage motion.
[*]Union members may end a work stoppage upon either reaching an agreement with management or by another plurality vote of all effected union members.[/list][/list]
[*]Unions may form contracts with management. Contracts only become binding once a plurality of all effected union member approve the contract with a plurality vote.
[*]Unions may, through contracts with management, force non-union members at a particular enterprise to pay union dues.[/list]
