Decree on Political Structure of the territory of Livonia

Imperial Livonia, being a constituent state of the Empire of Livonia, is permitted to determine how it is to govern itself.

This territory will be structured like a feudal kingdom, most notably early Renaissance England. Noble titles will be awarded to individuals who swear to provide assistance to the Emperor and crown authorities of Imperial Livonia.

The Emperor will inevitably hold complete power over policy in Imperial Livonia but vassals will be permitted to form their own local policy so long as it does not conflict with the Emperor's decrees.

Vassals will also be required to follow the decrees and directives of the Emperor at all times. Disobedient vassals may be stripped of their titles.

The Emperor may, on occasion, call for the formation of a Parliament. The Parliament will be used to make suggestions to the Emperor regarding certain contentious policies. The suggestions, called "Resolutions", will be made on the basis of a plurality vote of the entire Parliament.

The Parliament will consist of all the nobles of Imperial Livonia and an equal number of non-noble representatives to represent the common citizens of Imperial Livonia. In the event that not enough non-noble citizens may be found, the Parliament will still be convened and shall be comprised on all nobles and as many non-nobles as possible.

Non-noble representatives will be selected by the Emperor on the basis of merit and their individual accomplishments inside of Imperial Livonia. Any non-noble may contest the Emperor's selection of an individual in a specially formed Representatives Court. The Representatives Court will be constituted of all non-nobles residents of Imperial Livonia. The Court will hear arguments from both the defendant and the contender to determine the worthiness of the defendant. After arguments are heard the court will vote on the worthiness of the defendant. If the defendant is deemed "unworthy" then the Emperor must select another non-noble to Parliament. If the defendant is deemed "worthy" then they will go on the be a member of the Parliament.

A Parliament must be called to approve a list of Representative to House of Representative of the Empire of Livonia. The Emperor will not be allowed sole power to appoint Representative to the House of Representatives. The Emperor will present a list of individuals to the Parliament. The Parliament will then either approve or veto the list, there will be no debate or alteration of the list. Approval votes will be held until a list is passed. Once a list is passed, the individuals on that list will then become the official Representatives of Imperial Livonia in the House of Representative of the Empire of Livonia.

The Emperor will have to power to call and dissolve Parliaments at will. This is because the Parliament exists to serve the Emperor and serves at the will of the Emperor, it has no "right" to exist of its own accord. Also, there is no requirement that a Parliament be constantly in session. It is possible for there to be no active Parliament, in which case the Emperor and the local nobles will be responsible for all policy formulation.

As a further note, the Emperor, being the source of all authority in Imperial Livonia, will have sole power to appoint all civil authorities in all jurisdictions if they so desire. This means that if a vassal implements a policy that calls for a new political office, then that vassal must allow the Emperor a chance to fill that office before the vassal fills the office themselves or with their own appointee. The Emperor may also remove and replace civil authorities as they see fit regardless of jurisdiction.
